Why This Survey Exists
Recovery is underway, but decision-makers are working with incomplete information. Agencies may see permits issued, claims opened, or aid approved—but they do not see where recovery breaks down across the handoffs between:
- Insurance claims and payments
- Mortgage escrow and fund release requirements
- Environmental clearance and contamination uncertainty
- Future insurability (FAIR Plan adequacy, wrap/DIC availability, renewal uncertainty)
This survey is designed to document those gating issues and structural blockers in a way that is credible, comparable, and useful for policy decisions.

- Homeowner-only, ground-truth diagnostics (not commentary)

Privacy & Anonymity (Read This)
- The survey is anonymous and responses will be shared only in aggregate.
- No individual responses will be provided to insurers, lenders, or enforcement agencies.
- If you choose to opt into follow-up, contact information is collected separately from survey answers.
This is diagnostic, not advocacy—the goal is to provide accurate, homeowner-level facts to improve decision-making.
What Will Happen With the Results
By Saturday: results will be compiled into a briefing format suitable for staff and agency review.
Next week: findings will be presented in Sacramento to relevant state stakeholders focused on insurance and mortgage relief.
March 2026: Palisades Rising will share a summary of aggregated findings back with the community.
